JACOBUS KRITZINGER

Associate | Bridge Technical Lead

Jacobus joined MLEI Bridge Engineering in 2023 as Bridge Engineer with experience in designing concrete structures, including bridge super- and sub-structures, major culverts and soil-retaining structures. Experience includes analysis and design of pre-and post-tensioned bridge deck members (Spine, voided slab and beam and slab decks).

He started his career at AECOM South-Africa in 2016 after completing a bachelor’s degree in civil engineering in 2015. Forming part of the Highways and Bridges Market Sector in Cape Town, South Africa. Jacobus played a critical part in delivering New Build and Rehabilitation projects for AECOM as a Bridge Engineer, responsible for design and analysis of various types of bridges and other structures.

Other experience include project management, financial management of projects, liaising with clients, handling requests for information/approval for projects under construction, assisting with project execution planning (resource management) and assisting with the tendering process for new project opportunities. Site experience gained includes conducting reinforcement inspections, concrete inspections, and post-tensioning on-site reviews.

FILIP TOMCZAK

Bridge Manager

Filip has over 22 years’ experience in bridge engineering – including design, assessments, investigations, construction, project management, and technical coordination. His strong technical expertise is supported by practical application of design in construction and awareness of whole-of-life costing and maintenance of structures.

Filip’s expertise extends to technical rehabilitation aspects, including the durability and strengthening of bridges. He has a detailed understanding of the complex engineering principles involved in rehabilitating aging infrastructure, and he has successfully managed the rehabilitation of various bridge types. He is skilled in optioneering, independent verification, bridge rehabilitation design,

Filip particularly enjoys the conceptual stage of the projects and finding engineering solutions that overcome buildability challenges and deliver value for money and sustainable design outcomes. Filip arrived in Australia in January 2023, and his project experience includes Australian projects as well as international projects across New Zealand, the United Kingdom, Ireland, Poland, and Vietnam.

RYAN THYER

Ryan is a Chartered Senior Structural Engineer with over 16 years’ experience within the engineering profession. Ryan graduated with a Bachelor of Engineering (Civil/Structural) in 2008 from the University of South Australia and gained experience within various sectors of structural engineering and project management.

Ryan has experience within multiple sectors including commercial buildings, major civil infrastructure, industrial, bulk handling and remedial projects.

Ryan’s sound understanding of construction processes allow for innovative and cost-effective solutions to be developed for the client. Responsibilities have varied from feasibility studies, detailed design, construction supervision, condition assessments, remediation and project management.

JIM NAYLER

Jim has over 30 years’ experience in engineering management, team development/leadership and project delivery capability. Jim has a proven track record and has provided positive contributions to many successful South Australian and National projects in the built environment, defence, infrastructure and industrial sectors. Since joining MLEI as a Director in 2022, Jim has contributed towards its success.

Jim has held numerous engineering management roles coupled with active involvement in project delivery and oversight. Responsibilities include establishing the local market sector strategy & planning, growing, developing and maintaining engineering teams, local and national customer relationships, the execution of contracted obligations to meet the customer and the market sectors objectives and achievement of revenue, backlog, job income and operating income for the location.

HARRY PHO

Harry has more than 10 years’ Civil Engineering experience and is an expert in stormwater design and flood analysis. He is a Senior Engineer and an Associate with the MLEI Group and is MLEI’s lead engineer on civil projects. He joined MLEI in September 2014 and has since worked on several high-profile developments.

Harry has extensive experience with high-profile developments, major urban subdivision projects, rural drainage projects, government network strategy for future planning transport network and development planning approvals. On subdivision projects, he works closely with the developers and is regularly involved in superintendency.

Harry is a natural mentor and enjoys coaching graduate engineers in his team to develop their skills. He excels at team building and has a closeknit team that communicates and works very well together to produce quality project deliverables.

CHRIS O'CALLAGHAN

Chris is a Senior Structural Engineer with experience in design and management of projects. He has a strong back ground in building projects as well as water, community and industrial projects. At MLEI, Chris has worked on a wide variety of projects, ranging from small industrial scale footing design to high rise commercial building design.

He has implemented design and documentation for a range of projects, extensively Adelaide metropolitan school and STEM upgrades. Chris has led the project delivery of a range of commercial projects including the Rundle Mall Plaza redevelopment, Jurlique production, support and warehouse facility, Resthaven Bellevue Heights refurbishment, Topham Mall remodelling, Q-Max water pumping and treatment stations, ElectraNet Back Up Control Centre.

NEIL DAVEY

Neil has over 30 years of consulting engineering experience working in Australia and the UK. Neil is a diverse engineer who combines strong design skills with wholistic project management expertise, specialising in all types of projects for sport, recreation, aquatics and community. With an in-depth knowledge of complex sporting facilities, he is widely recognised as an expert in this field.

Neil has recently worked on wide ranging projects from, $30M Goulburn Sport Centre Redevelopment (NSW), various new commercial projects from education through to design and construction of extensive sports and Recreation aquatic facilities and the scheme design $45M La Trobe University Melbourne Sports Facilities Upgrades. Neil was a founding director of Crackerjack Consulting Engineers, which is now part of MLEI Consulting Engineers.

Michelle is a Structural Design Engineer and Project Manager, coordinating various disciplines and running consultants' meetings for both the design and construction project phases. Her expertise includes client liaison, early engagement, schematic and detailed design, multidisciplinary leadership and value management. She specialises in commercial, industrial and residential buildings.

Since joining MLEI in 2020, Michelle has worked on notable projects such as Joyce Foam Products warehouse for client Sagle Constructions, and the Osborne Naval Shipbuilding Precinct featuring large scale buildingsm, large loads, and certification of the future submarine program infrastructure development.

SERHAN HALIL

Serhan is a Principal Engineer with experience in design and management of projects. He has over 25 years of consultancy experience in aquatic, structural and civil engineering in Australia and the UK. He is skilled in high-quality and cost-effective civil/structural schemes and detailed designs for commercial buildings of varying complexity.

Since founding Crackerjack Consulting Engineers, Serhan has specialised in civil, structural and aquatic consulting advisory services for major sports, recreational and leisure facilities around Australia.  He has technical oversight across projects and is responsible for commercial management of the business and training/mentoring peers and staff in both technical and soft skills. Crackerjack incorporated into MLEI in 2023, and Serhan is now Principal Aquatic Engineer.

Since joining MLEI in 2019, Raza has worked on several significant projects across the Northern Territory and Victoria. Raza is the General Manager of MLEI NT as well as the National Civil Business Development Manager.

ANTHONY GIANNINI

Anthony has more than 8 years’ industry experience in both civil and structural engineering. He has been involved in a wide range of projects in various sectors of engineering design, including Transport, Infrastructure, Commercial, Industrial, Land Division, Remote Infrastructure Development, Defence, Public Realm, Education and Residential, and has successfully delivered projects for various clients, including private developers, local and state authorities and other consultants.

Anthony’s extensive engineering experience has allowed him to develop and practice a wide range of design skills, including but not limited to road geometric design, stormwater management and drainage network design, stormwater detention & retention systems, site and earthworks design, flexible & rigid pavement design, and steel, concrete & timber member structural design.

Anthony also has experience as a construction superintendent with involvement in road and land division projects for both private developers and local & state authorities. He is valued for his ability to simultaneously work closely with construction contractors and stakeholders. This builds on his previous on‐site practical experience in the construction industry as a Site Engineer.

ADAM McMILLAN

Adam is a Principal Structural Engineer with over 27 years’ experience in designing and project managing a wide range of structural and civil engineering projects. He specialises in commercial buildings including those for education, health, offices, retail, sporting and heritage.

Adam is skilled in developing functional and economical upfront concept designs that address the brief early on to achieve a solid foundation design for the project from the outset. He is experienced in all forms of construction including steel, concrete (conventional reinforced and post tensioned) and timber, which allows for engineering systems that best fit each project. Adam has a deep appreciation for architecture and detailing, working to exceed the project vision through close coordination with the design team.

His understanding of construction delivery models and processes allows for cost-effective and innovative solutions to be developed whilst incorporating safety into the design.

ALAN MICHIE

Alan has 8 years’ experience as a bridge engineer and 15 years’ experience working within building and construction industry.

Alan has experience working on major infrastructure projects in NSW including the latest stage of the Newcastle Inner City Bypass (Rankin Park to Jesmond), Parramatta Light Rail, and Newcastle Light Rail. Alan has experience in the design, construction, and rehabilitation of bridge and civil infrastructure projects.

JAMES O'CONNOR

James is a highly experienced subject matter expert in Bridge Engineering, with over 31 years of experience in Australia and overseas. He has a wide range of experience in government and non-government projects, including bridges, roads, rail and buildings.

James’ expertise extends to technical rehabilitation aspects, including the durability and strengthening of many bridge types, including heritage and lift bridges. He has a detailed understanding of the complex engineering principles involved in rehabilitating aging infrastructure, and he has successfully managed the rehabilitation of various bridge types.

James is exceptionally skilled in design, procurement, constructability, safety, quality aspects, contract administration, and project management related to complex bridge projects. He has successfully managed multi-disciplinary teams and ensured that projects are delivered on time, within budget and to the required quality standards.

He is familiar with major construction procurement processes and thoroughly understands TfNSW systems and documents. He has extensive experience in the design, construction and maintenance of roads and bridges, including documentation, tendering procedures, contract administration, and surveillance of contractors.

SAMIR HANNA

Samir has more than 30 years’ engineering experience, including a vast background in the design and management of multi-storey health, commercial, residential, retail and industrial buildings, winery projects and schools.

Samir has international experience from 4 years in Saudi Arabia and 15 years in Egypt. In Saudi Arabia, he worked on the structural design management and the construction management for various multidisciplinary projects. In Egypt, he worked on the structural design and construction of concrete structures where he gained vast experience in the structural design and retrofitting for the concrete structures.

From 2008–18, Samir was the Senior and Lead Structural Engineer at FMG Engineering where he was responsible for the management for the structural design and leading the junior engineers.

Since joining MLEI in June 2018, some of Samir's most notable projects include Weilong Winery in Mildura, Victoria; a steel tower for our cement handling client's bagging plant in Yarraville, Victoria; and South Australia's first TRYP by Wyndham hotel at 266 Pulteney Street, including a seven storey office complex.

SAMUEL SCHMIDT

Samuel specialises in product engineering, specifically around steel framing, passive fire protection and anchors / fasteners which is his main area of expertise.

Since joining MLEI in 2018, Samuel has led internal system development within the Steel Framing division, product development of our client's systems to reduce structural steel and save site costs, and continual improvement and documentation / modelling of our client's products.

SAM KOTANIDIS

Sam specialises in structural and civil engineering of residential projects as well as footing designs and has successfully managed several major local home builders, establishing long term working relationships, Sam also has extensive knowledge of Adelaide soil profiles.

With the company since the year 2000, some of Sam's notable projects include Allenby Gardens Foodland shopping centre, due to the complexities of integrating new and old structures; 44-46 Brighton Road Glenelg East, because of the economical design delivered in 10 days; and a luxury residence in Leabrook.

TUAN NGUYEN

Tuan has 26 years’ experience in varying engineering work environments including working within Government, Local Government and private enterprises.

Tuan’s key experience covers a wide range including working on multi-disciplinary infrastructure projects comprising design, construction phase management and project/contract administration. He has detailed knowledge of highway planning and engineering, municipal engineering, traffic engineering and land developments.

Since 2012, Tuan has been the Civil Manager at MLEI. His responsibilities have included road works upgrade, road pavement design and superintendence, streetscape works, civil engineering structures and water, stormwater and sewer design. He has overseen several mining projects. He has also been responsible for the monitoring and control of design project budgets. He also coordinates the safety audits for projects. He manages all the Department for Infrastructure and Transport projects.

CRAIG GLYNN

Craig is an experienced Civil Engineer, specialising in design, project, contract and construction management of projects within the Urban Development, Water, Civil and Resources industries.

Since joining MLEI in 2018, Craig has worked on many notable projects such as the Prospect 1838 residential estate. This project's success led to further work coordinating civil and service infrastructure ad multiple stakeholders for the Kaufland Prospect store and Churchill Road junction design and streetscape upgrade, all in the same precinct. Other key projects include Parkvale Estate, Angle Vale, a 175-allotment residential estate; and the Iluka Jacinth Ambrosia Incremental Upgrade, which allowed Iluka to commence mining the Ambrosia Mineral Sands Deposit.

BEN RICE

Ben has over 25 years’ engineering experience encompassing an extensive background in design and project management of multi-storey health, education, commercial, residential, retail & industrial buildings, industrial structures, water-retaining & water-related structures, and civil infrastructure projects. Ben specialises in complex building structures, concrete water retaining structures and design management of large projects.

Since joining MLEI in 2015, Ben has delivered significant projects such as The Bend Motorsport Park Pit Building and Hotel, a high-profile project in an existing building that required detailed analysis to deliver an effective, simple solution; and the memorable and challenging 162 Fullarton Road, which relied on close-knit teamwork to overcome all challenges.

Sean brings listed company and international experience to MLEI. He has over 25 years' executive experience in both public and private sectors across high growth companies within the engineering, technology and consumer goods sectors in Australia, US, China and Europe.

Sean is currently a Managing Director of ASX listed company AML3D, Non-Executive Director of unlisted company FCT International, as well as Non- Executive Director on a range of privately owned Australian growth companies. Sean was previously the Chief Executive Officer (CEO) of Beston Asset Management, Global Director M&A of Worley, CEO of Camms Pty Ltd and CEO of Profit Impact Pty Ltd.

THOMAS HA

Thomas is a Chartered Professional Engineer with over 23 years' experience in engineering design, management and construction. He specialises in structural design consultancy for a range of projects and industries including schools, hospitals, commercial developments, power and heavy industries, mining and defence. Thomas joined MLEI as a Director in 2010 and has been part MLEI's success story.

He is involved in the design documentation of a variety of projects covering civil infrastructure, defence, commercial, industrial, power, mining, educational and residential developments. His high competency in structural engineering design is of great benefit in developing practical and cost-effective design solutions.

Linney Engineering Services (part of the MLEI Group) together with MLEI planned, designed and construction managed a $54m expansion to the existing winery. The expansion included:
• New undercover crushing facility
• 4 new tank farms with 3 ML of storage
• New presses
• Fermenters.

Linney Engineering Services provided a full engineering and management service for the project including master planning, cost planning, design, procurement and construction management.

TREASURY WINE ESTATE ICON CELLAR

Linney Engineering Services (part of the MLEI Group) together with MLEI planned and designed the $165M new wine production facility. The new site increased TWE’s premium winemaking capacity by one-third, drives production efficiencies, and expands TWE’s storage capacity. The project includes an additional production line, processing infrastructure and additional barrel storage facilities

The Icon Cellar Building was purpose-made for the production of premium wines – it provides visitors with VIP treatment to experience and tour the winemaking process.
The project scope included:
• 4,500m2 of undercover space
• New barrel hall
• Additional production line
• Increased wine storage capacity.
Linney Engineering Services provided a full engineering and management service for the project including Master Planning, Cost Planning and Design.

WEILONG WINERY

Before MLEI acquired Linney Engineering Services, we worked together on the new Weilong winemaking facility. Linney Engineering was responsible for the overall project delivery including master planning, project management, design, design management, procurement and construction management. MLEI undertook the structural engineering design for various components and areas for this new wine making facility.

MLEI’s project scope involved the following buildings:
• Filtration Building – a large building with many areas within the building including Centrifuge, Flotation, storage, cool room. It consisted of precast load-bearing walls and structural steel roof.
• Crushing Area – a multi-level area consisted of bins, cranes, drive through deck and crushers. The lower level is 4m under the ground and contains the crushers.
• Plantroom Building – a multi-level building contained ground floor pumping rooms and large condensers above on L1.
• Output Filtration Building – a single-storey building used for the wine cross over and boiling room.

WINGFIELD INDUSTRIAL ESTATE MASTERPLAN

MLEI undertook the civil and structural design this industrial estate development. Our scope included:
• Civil design
- stormwater strategy for obtaining approval
- external roadways, hardstands, and buildings
- stormwater drainage

- new warehouses and workshop building.

We participated all phases of the project:
• Stages 1 & 2: Estate Master Planning & Planning Consent – cooperated to develop master plan, attended meetings, made design presentations to client, liaised with Building Surveyor & authorities
• Stage 3: Tendering – provided design documentation and input into tender documentation, answered queries, provided technical advice, assisted with selection, participated in tender assessment & interviews
• Stage 4: Design Development – participated in ongoing design & incorporated improvements, prepared plans & sketch details, participated in Value Management, attended meetings, liaised with consultants
• Stage 5 Construction Documentation – monitored design programs, attended meetings, made regular design presentations to Client, submitted monthly progress reports, developed drawings to show detailed & dimensioned constructional requirements, prepared specification, located & coordinated locations of downpipes and interfaced with architect & civil consultants, liaised with Building Surveyor and authorities, prepared documents for Building Rules Consent.

The development incorporated an upgrade to the adjacent portion of Stebonheath Road, and the civil and stormwater design necessitated the optimisation of earthworks levels and road grades to achieve a cost-efficient design solution.

In addition, due to the slopping site, large extent of retaining walls were designed to cater for staggering allotment levels, which were tied into the built form of the townhouses.

Oaklands Green is an innovative partnership between the community sector and the State Government to deliver over 680 new homes. The project transforms a 16.5ha site previously containing SA Housing Authority homes from the 1950s and is the largest social housing regeneration project in 20 years for South Australia.

Over 450 market-ready homes will be built, unlocking critical land and housing supply for South Australians. At least 15 per cent of these will be sold through the State Government’s HomeSeeker initiative at an affordable housing price point. In addition, there will be 235 new social housing homes built for the SA Housing Authority.

The project aims to be one of South Australia’s highest Green Star Rated developments. It prioritises sustainability, using materials with minimal environmental impact, energy-efficient design and homes powered by renewable energy.

MLEI developed early conceptual designs to enable DIPL to quickly identify locations that were unsuitable for the proposed shelter types. This saved survey fees for detailed surveys for shelters that were not suitable for the location, of $3,500 per survey.

MLEI was engaged by DPTI to undertake concept design and detailed documentation indented bus bays for a number of bus stops within the Adelaide metropolitan area. Various bus stops located on heavy trafficked state-maintained roads required upgrade to meet current DPTI bus stops standards, including correct layout for DDA compliance and indented bus bays, in order for the buses to safely stop and allow for through traffic.

MLEI collaborated with DPTI to provide designs suited to the constraints of each site, such as minimising services disruptions, avoiding property boundary disturbance and achieving adequate grading to meet DDA compliance.

LINDENOW-GLENALADALE ROAD FOOTPATH AND BUS SHELTER

The East Gippsland Shire Council required safe pedestrian access along a busy stretch of Lindenow-Glenaladale Road and increase safety around two bus stops by providing a 2.5m wide footpath/boardwalk connection along Lindenow-Glenaladale Road, starting from Upland Street (opposite Lindenow Primary School) to the Lindenow South Recreation Reserve and upgrade the existing bus stops.

MLEI’s project scope included:
• Review of existing drainage and pedestrian access across the area – location and depthing of all services, feature site survey, vegetation/biodiversity assessment, drainage site investigation, road safety audit, geotechnical investigation

LEAKES ROAD LAND DIVISION TRAFFIC IMPACT ASSESSMENT

• Qualitative assessment of the impact these trips on the surrounding road network, including SIDRA analysis of a major intersection

CBD TO PRESTON BICYCLE CORRIDOR IMPROVEMENTS

This project included the planning and detailed design of approximately 5km of bicycle corridor improvements along each of St Georges Road, Napier Street, Dynon Road and Albert Street. The scope for St Georges Road and Napier Street was to reallocate traffic lanes into dedicated cycle lanes, whilst Dynon Road implemented an offroad two-way cycle path on one side of the carriageway.

Albert Street had one of the first protected intersections in Australia, which aimed to improve separation and efficiency between cyclists, pedestrians and motorists with the use of small islands at each corner of the intersection. All of the locations included:
• Functional and detailed design of separated bicycle treatment options
• Traffic and parking analysis.

For the protected intersection site on Albert/Lansdowne Street, it included the evaluation of the treatment post completion.

WARRIGAL ROAD TRAFFIC STUDY

The project included:

The works included a review of adjoining properties access to ensure access was not impeded due to the junction realignment.

EYRE HIGHWAY 2X INTERSECTION UPGRADES

The Australian and South Australian governments committed $94 million (80:20) to upgrade the Eyre Highway between Port Augusta and the Western Australia border as part of the Roads of Strategic Importance program (ROSI) to improve road safety, as well as help build regional communities and create jobs. Upgrade activities included construction of new overtaking lanes, new and upgraded heavy vehicle rest areas, junction upgrades and safety measures such as audio tactile line marking.

MLEI was engaged by Jacobs Group Australia to work on the Planning Study (20% design). This involved working with Jacobs to develop the concept design including hydrology/drainage and utility services investigations, options development and reference design for the Eyre Highway – Koonibba Access Road intersection and Eyre Highway – Flinders Highway intersection.

MLEI undertook the civil engineering which included a road safety audit, 2D concept design, and property acquisition plans.

MALABAM ROAD RESEAL & UPGRADE

Upgrade of Malabam Road which connects the airport, barge ramp and the remainder of the community – to improve the level of safe access for the local remote/regional Indigenous community in Maningrida, as well as increase growth in mining, pastoral and tourism industries.

Implemented in 4 stages (25%, 50%, 90% and 100%), our design included:
• Reconstruction and rehabilitation works
• Flexible pavement and seal design based on geotechnical findings
• Drainage requirements including a site review of the hydrology based on survey data and BTO report
• Cross-section selection that meets the site drainage and traffic use

MLEI was engaged by Roper Gulf Regional Council to prepare detailed design and construction documentation for the Ritarangu entry road and Shop Link Road. The works included formalization of carriageways, lighting upgrades, relocation of LV and HV infrastructure, stormwater assessments and upgrades, protection and relocation of water assets and the standardization of the alignment to promote safe vehicular and pedestrian conveyance.

The works also including Indigenous stakeholder consultation and a number of meetings with local Traditional Owners.

The road upgrade was in response to existing safety concerns, non-standard road geometry, sealing of road and to improve the uncontrolled parking and pedestrian conveyance through the community amid population growth of the community. MLEI was engaged to undertake a Concept Design and Preliminary Cost Estimation. Following this, we were engaged to prepare Detailed Design and IFC documentation for the new road works including certified Cost Estimations.

We experienced project delays as a result of the community consultation, and fast-tracked particular components of the design to bring the overall project back into line – by reducing the number of concepts produced, undertaking the drainage study prior to civil design commencement, and bringing on greater resources from a design and drafting perspective. MLEI utilised our southern resources to ensure program was met. This project was delivered on time and budget.

URAPUNGA ROAD REALIGNMENT & UPGRADE

MLEI was engaged by Light Regional Council to undertake the detailed design for the realignment (approximately 1.5km) of East Terrace between Thiele Highway and Perry Road, Kapunda. The project also included the upgrade of the Thiele Highway and East Terrace intersection. The project was undertaken with a collaborative approach with Council on achieving a cost-effective design whilst upholding the adequate high standards for road safety.

The design and documentation were successfully completed in November 2021. The construction of the road upgrade was commenced in December 2021 and was completed in May 2022

PRINCES HIGHWAY EAST NOWA NOWA ROAD SAFETY UPGRADE

MLEI were engaged by the East Gippsland Shire Council to develop the detailed design and construction documentation for a new VicRoads-approved V-Line bus-bay and intersection upgrades along the Princes Highway at Nowa Nowa. This project contributed towards providing a safe and efficient rural road network with the provision of a V-line-conforming bus stop.

The project entailed the review of existing drainage networks, realignment of kerb and outstands, improved pedestrian access and geometric upgrades of the existing parking bays and intersections to incorporate safety upgrades.

LIEBHERR DEVELOPMENT DPTI ACCESS ROAD

MLEI recently completed the road design and documentation of an access road to an $85M industrial development. The design and documentation of the access road was carried out in accordance with DPTI requirements. The road design included stormwater drainage, street lighting and provision of traffic signals. There was extensive liaison with service authorities to rectify service clashing issues.

Throughout the deign process, regular meetings with DPTI took place so that requirements and approvals were met from different departments. The project was a success in achieving the set timeframes and budget set by Liebherr as well meeting the documentation standards set by DPTI.

ALDI PROSPECT RIGHT TURN LANES

MLEI undertook the detailed design for lengthening the right turn lanes from Main North Road into Milner Street by modifying the existing median island. The extent of work included the corner of Milner Street and Main North Road and extended north towards Harvey Street.

Our design accommodated domestic light vehicles and trucks to 15.5m semi-trailer size:
• Right turn into Milner Street – domestic light vehicles and trucks to 12.5m length
• Front entrance for left-in-left-out only – semi-trailer trucks to 15.5m length.
The project was completed on time and on budget.

FLETCHER STREET ESSENDON LATMI

MLEI was engaged as the civil consultant to design and document the Local Area Traffic Management Improvements between Mt Alexander Road and Nicholson Street.

The project included an informal pedestrian crossing at Mt Alexander roundabout, cycle lane buffer zones, reordering of angle parking and refresh linemarking to tie into new Pedestrian Operated Signal and the Nicholson Street roundabout projects. Adjustments were also made to the Mt Alexander Road roundabout linemarking & various kerb outstands to achieve reduced entry speeds into Fletcher Street and integration between pedestrians and vehicular traffic throughout the site of works.

The design included:
• Re-surfacing works to provide DDA compliant access and agrees for existing and new outlets
• New kerb outstands, adjustment of cycle lane widths and an investigation into the suitability of a loading zones in the vicinity of Fletcher Street
• Reduced roundabout exit speed into Fletcher St from Mt Alexander Road roundabout by kerb modifications and roundabout linemarking adjustments
• Linemarking refreshed along full length of project and tie-ins into proposed POS and roundabout at Nicholson Street
• Updated and realigned cycle lane buffer zone.

FULLARTON ROAD - GLEN OSMOND & CROSS ROADS INTERSECTION DESIGN REVIEW

The Cross Road – Fullarton Road intersection upgrade project was aimed at reducing urban congestion, improving travel times and road safety, increasing intersection capacity and enhancing network reliability.
MLEI undertook the engineering review for this intersection, which included lane & footpath widths, through & turn lanes, cycle lanes, bus stop bays, pavements, batter slopes, island sizes, horizontal geometry, drainage & hydrology, and lighting.

As the independent internal design reviewer, MLEI worked closely with the principal consultant to deliver the design review in a timely fashion so that any proposed amendments could be effected within the overall design program.

FULLARTON ROAD & GLEN OSMOND ROAD INTERSECTION UPGRADE

Fullarton Road and Glen Osmond Road are major traffic routes and primary freight routes linking commuters, businesses, and freight to key activity centres with traffic of 58,000 vehicles per day. The intersection was experiencing heavy congestion, with competing traffic movements and network constraints leading to increased travel times and risks to safety. The upgrade improved travel times and road safety, increased intersection capacity, and enhanced network reliability.
MLEI undertook the civil engineering which included lane widths, curves, corner turn paths, pedestrian ramp, acquisition lines, impacts to properties, drainage, and constructability.

The right turn lane from Fullarton Road South to Glen Osmond Road East was introduced after commencement of the detailed design to satisfy certain stakeholder requirements. In parallel with the detailed design, MLEI undertook concept options (#5) for DIT and annotated the impacts and constraints of each prior to a preferred option being selected. The concept design skills and expertise demonstrated here is relevant for the HVSPP Intersection Upgrades project.

CHURCH & CHAPEL STREET LOCAL AREA TRAFFIC MANAGEMENT

MLEI was engaged to provide detailed design documentation for the installation of Local Area Traffic Management Schemes along Chapel Street and Church Street, Cowes. This project contributes towards providing a safe local road network within the growing township of Cowes location on Phillip Island.

The design works were split into two stages, with the following forming the Scope of Works for this project:
• 9x watts speed humps
o Indicative locations provided with MLEI assessing if locations are feasible without impacting residential access; and
o Appropriate spacing to ensure effective traffic calming measures.
• Raised platform intersection treatment to be developed at Church Street and Dunsmore Road
o Full detailed design, including drainage considerations and assessment to improve pedestrian crossing facilities across the raised platform area of the intersection.

MARION ROAD & RICHMOND ROAD INTERSECTION UPGRADE

The Marion Road and Richmond Road intersection upgrade was part of the North-South Corridor: Broader Network Upgrades, supporting the River Torrens to Darlington Project. The goal was to increase city-bound traffic capacity, improve vehicle and freight access, and enhance connectivity to the Adelaide CBD and Adelaide Airport. The upgrade also aimed to improve intersection efficiency and overall capacity.

MLEI was the principal design lead for civil design and documentation. Our scope included:
• Civil engineering detailed design
• Pavement design, traffic signal design, lighting design, urban and landscape design
• Cost estimation
• Constructability assessment
• Traffic engineering
• Environment, heritage and sustainability.

Upon being awarded the contract in October 2023, the MLEI Civil Team, alongside our subcontractors, quickly commenced work, achieving 30% project completion. Among the three intersections involved in the North-South Corridor upgrades, MLEI was recognised by DIT as the best-performing and most consistent project manager. Unfortunately, due to factors beyond our control—primarily the withdrawal of Federal Government funding—the project was halted in April 2024.

MLEI undertook the structural & civil engineering for this 16-storey hotel in the Adelaide CBD from concept design, detailed design, to support during construction.

Project scope included:

  • Existing heritage building frontage to Wright Street
  • Ground level foyer/reception, conference & gym facilities
  • 135 hotel rooms and apartments on levels 1–15
  • Rooftop terrace
  • Carparking facilities.

The building was designed utilising predominantly steel framing with precast shear walls and lift/stair cores. A transfer floor at L1 is required to enable the building to extend the floor plate over the existing heritage listed building to the front of the site and maximise the floor area per level. The roof top garden will provide exceptional views of the surrounding parklands and west end of the Adelaide CBD.

MANTRA TONSLEY HOTEL

MLEI undertook the civil and structural engineering for this 6-storey hotel which, comprised of 15x 1-bedroom apartments and 73x studio suites with premium amenities. The building also featured a ground floor bar and dining area to showcase the best South Australian food and wine. The hotel was fuelled by green energy – from solar panels on the roof of the Main Assembly Building and blended hydrogen gas network from Hydrogen Park in the Tonsley Innovation District.

The project included:

  • Structural design - post tensioned transfer floor at Level 1, efficient steel beam and post system supporting a simple metal deck slab above transfer level, precast stair and lift core
  • Civil design – site works, drainage and stormwater disposal, car parking.

  • Basement carpark 3m below ground level.
  • The superstructure consisted of precast walls, concrete floors and steel framed roofs.
  • The substructure consisted of concrete piles and pad footings.

MLEI’s design included Water Sensitive Urban Design (WSUD) for the carpark and stormwater treatment systems to support the landscape architect’s design, which focussed on encouraging public interaction and participation, to enhance the social life of the local community.

The new building was an open structure and detailed engineering was required to keep the structural cost within budget.

These premises contain 120 Zeiss staff relocated from Lonsdale, and featured the Australian sales and service centre, a prescription laboratory, R&D team for vision care.

MLEI’s project scope included:

  • Assessment of existing slab and the below-slab tunnels frame to withstand the new building loads
  • Detailed design of suspended floors over existing pits
  • Detailed design of the superstructure including all columns, beams, lateral stability, roofing members, mezzanine level and any steel framing elements.

MLEI undertook the civil and structural design of this custom-built industrial warehouse. This project required 700 tonnes of structural steel to construct this 22,000 m3 state-of-the-art facility featuring over 21,160 m3 warehouse space. As the warehouse was to be used by a steel fabricator with significant loads on the ground slab, MLEI provided guidance on the allowable loads on the slab when stacking steel members. The warehouse was designed with crane beams to support 3x no. 4.5 tonne gantry cranes in each bay.

The project included a 820m3 office space designed by our close colleagues at Ginos Consulting Engineers with heavy duty hardstand, full drive-around truck access and on-grade roller door access for undercover loading.

The project construction had to be conducted within tight parameters as the site was adjacent to Edinburgh Airport and the rear of the warehouse was under its flight path. MLEI worked closely with the project team to allow comply with the strict regulations.

MLEI was engaged by Light Regional Council to undertake the detailed design for the realignment (approximately 1.5km) of East Terrace between Thiele Highway and Perry Road, Kapunda. The project was undertaken with a collaborative approach with Council on achieving a cost-effective design whilst upholding the adequate high standards for road safety.

The design and documentation were successfully completed in November 2021. The construction of the road upgrade was commenced in December 2021 and was completed in May 2022

The design included a new intersection with an existing council-maintained road, upgrade of a state-maintained junction and traversed an environmental sensitive coastal dune area, where strict requirements for the road profile and impact on the locality were required to be followed.
The project scope involved the concept planning of the road alignment and interface with existing roadways and the provision of access to adjacent properties.

MLEI undertook the design and prepare documentation for a new Haul Road to service the new Ambrosia open-cut pit. The works were part of the upgrade to Iluka’s Jacinth-Ambrosia operation located approximately 300mm North West of Ceduna, SA.
The new haul road was designed to service mine specification dump trucks, and was designed to comply with strict environmental requirements to comply with Iluka’s mining license requirements. The contract works included a number of site visits through the design and construction phase.

MLEI partnered with Darengineer to complete the civil and structural engineering design for the $95M development to Liebherr’s Adelaide facility and a $14M extension to their facility at Mount Thorley, NSW. The projects included multi-storey office buildings, substantial warehouses, cranes, industrial pavements and large civil works including stormwater treatment facilities.
The structural engineering consisted of providing highly technical solutions with a collaborative approach with the client to ensure the sensitive operation of their production work would be achieved. The major structural design elements include steel framing, precast panels, post-tensioning slabs and Bondek slabs.
• SA Facility – WSUD was the main driver of the civil engineering design. Bio-retention swales have been included to the staff parking areas. A large grassed dry land swale was included along the western boundary of the site before discharging in an open cut detention pond. The flows are then restricted before discharging into Main North Road. Further water in other sealed areas are drained through gross pollutant traps before being discharged into the Council stormwater system.
• NSW Facility – The Mount Thorley site was driven by providing treatment to the stormwater before being discharged into a natural water course. Underground treatment systems are utilised before the water is discharged into a rock gabion detention pond. Through utilising eWater Music, MLEI demonstrated that the efficiency of the overall system in reducing the pollutant levels in the stormwater.

MLEI undertook the design for a 910m2 freezer store extension to a food processing, packaging, storage & distribution facility, to double their existing high bay freezer storage, where All processing and storage refrigeration plant served by a central ammonia refrigeration plant.
The new freezer was directly adjacent to the existing freezer, with the new room cooling load added to the existing central refrigeration plant. The required coolers, pipework, valving and controls were added to achieve required capacity and level of automation.

MLEI were engaged to complete the civil and structural engineering for the new $14M Jurlique International office, production facility and warehouse located in Mount Barker.
The production facility included all the equipment and process to produce cosmetics. The design was undertaken within the requirements of TGA and included mixing rooms, testing rooms, laboratories, chemical storage and packaging.
The structural engineering included the design of footings, retaining walls, concrete slab, concrete ramps, the steel roof framing and canopies and the design of precast panels. MLEI were involved in finalising the site works including pavements and developing a stormwater drainage plan. We also prepared civil/structural drawings and relevant technical specifications for tender and construction purposes.

MLEI undertook the structural engineering design for BlueScope's new headquarters in Adelaide. This included a new manufacturing facility and a 2-storey administration office.

MLEI undertook the civil and structural design of this custom-built industrial warehouse. This project required 700 tonnes of structural steel to construct this 22,000 m3 state-of-the-art facility featuring over 21,160 m3 warehouse space. As the warehouse was to be used by a steel fabricator with significant loads on the ground slab, MLEI provided guidance on the allowable loads on the slab when stacking steel members. The warehouse was designed with crane beams to support 3x no. 4.5 tonne gantry cranes in each bay.

The project included a 820m3 office space designed by our close colleagues at Ginos Consulting Engineers with heavy duty hardstand, full drive-around truck access and on-grade roller door access for undercover loading.
The project construction had to be conducted within tight parameters as the site was adjacent to Edinburgh Airport and the rear of the warehouse was under its flight path. MLEI worked closely with the project team to allow comply with the strict regulations.

The project was delivered in 18 months to schedule, from Design through to Handover.

The heritage-listed 1881 Nowra Bridge crossing the Shoalhaven River is the unofficial gateway to the South Coast. Following the new bridge opening, the old bridge will be repurposed for future community use.
Major work commenced in mid-2020, leading to the recent opening of the new bridge. Concurrently, planning for the repurposing of the historic Nowra Bridge is ongoing. The Warroo Bridge Replacement Project, overseen by TfNSW and successfully completed with MLEI Bridge Pty Ltd (MLEI) engaged for concept and detailed design, focused on the replacement of the Dare timber truss bridge over the Lachlan River at Warroo, NSW. As part of the 'Bridges for the Bush Tranche 1' program, the project objectives include load capacity, improving vehicle access, increasing safety, reducing environmental impact and respecting the bridge's heritage significance.

WYBONG CREEK NEW BRIDGE

The Wybong Creek New Bridge project in NSW was successfully completed in 2021. Undertaken as part of the Mangoola Continued Coal Operations (MCCO) – Yarraman Road Upgrade project, this new bridge was designed to improve access and serviceability on Yarraman Road, catering to the needs of future industries in the Wybong region.

KINDEE BRIDGE REPLACEMENT

For the Kindee Crossing Suspension Bridge in NSW, which was nearing the end of its usable life, the Council initiated a Strategic Optioneering and Route Analysis to evaluate options for repair, upgrade, or replacement. Following this analysis and community input, the decision was made to construct a new bridge just south of the current structure.

    - New builds – 630m2 building, new 80m2 building to service, additional general learning areas and extension to Building 04 (Technical Studies)

MLEI undertook the critical structural and civil engineering for RAA’s new corporate premises for at 150 Grenfell Street, Adelaide.

The project included:

  • Seamless integration of two buildings into one 9300m3 office tower, linking them structurally and functionally
  • 2 new floors
  • New central lift shaft
  • Complete refit – new services, new curtain wall façade
  • Modification to existing canopies
  • Stormwater drainage.

This project was a culmination of combining sustainable structural design practice through re-use and justification of existing structure and practical design. From detailed analysis of existing foundations to full earthquake building upgrade, the project required careful review of all elements.

RUNDLE MALL PLAZA

MLEI undertook the structural engineering for the major refurbishment of this history building in Rundle Mall. The 1950s building which previously had anchor tenants such as David Jones, Harris Scarfe and Spotlight, and now H&M.

Although a full earthquake review was undertaken of the existing steel sway framed structure, we achieved a solution that met the functional brief without requiring earthquake upgrades. Challenges experience during construction including working around a large amount of asbestos in the building and a strict deadline due to the 2018 Christmas opening date.

The project included:

  • New façade to the south and east elevations to L3
  • New entrance including triple floor void and moving of The Spirit sculpture
  • New food court including partial removal of L2 floor to provide a double-storey space
  • 3 new escalators, new lift and shaft
  • Updated canopy including new glass entrance canopy.

  • 1st, 2nd and 3rd floor offices
  • 4th floor residence and swimming pool.

THE BEND MOTORSPORT PARK

MLEI were responsible for the structural and civil engineering for the Pit Building and Hotel at the brand-new sports motor park at Tailem Bend. Coming in at 308m long, the building boasted garages for 34 racing vehicles, corporate viewing areas, restaurants, bars, race timing facilities, members lounge and a 40-bed hotel over 2 levels. The project was delivered under a strict budget and timeframe.

The building was designed with repetition, simplicity, and economy in mind. The suspended floors were concrete on metal deck with composite steel beams. Precast walls were used extensively on most of the facades as well as between garages and hotel rooms. The building has 7 fire escape stairs, 3 lifts, balcony viewing areas, extensive roof mounted plant and 2 full building movement joints.

MLEI have also been involved with the wider project including purpose designed “Mancaves” for the storage of personal cars, Stadium Circuit Building for go-karting and drift racing, 4WD building for a purpose made 4WD track and many more items.

MONARTO SAFARI PARK VISITOR CENTRE

MLEI undertook the structural and civil engineering for the new Monarto Safari Park Zoo visitor centre. The new visitors centre replaced the existing facility and was located in a completely new location off Monarto Road to the north of the Zoo site.

The design included:

  • Visitors centre complete with entry, ticketing, staff office, shop, café, restaurant, stores, and lookout
  • 1,500 carpark including buses, motorhomes
  • Drop off, service yards
  • External amphitheatre with play equipment
  • Drainage basin
  • Extensive landscaping.

The visitors centre had a unique shape and used a variety of construction materials including rammed earth walls, blockwork, lightweight facades using Corten steel.

He has a specialist interest in heritage bridges, fatigue, innovative, practical solutions, and emergency and brownfield bridge works.

Mark is well known in the industry, playing a critical part in several projects receiving Engineering Excellence Awards and two Colin Crisp Awards. These projects include Duffs and Marlee, Swansea, Dunmore and Hinton Bridges, and Movable Span Study.

Nicholas was Managing Director for over 6.5 years during which time he grew the company into a workforce of over 135 staff across SA, VIC, NT, NSW and QLD and oversaw 6 successful acquisitions in the MLEI Group. In 2023, he stepped up to Executive Chair of the Board, with a continued vision for further growth.
