Associate | Bridge Technical Lead Jacobus joined MLEI Bridge Engineering in 2023 as Bridge Engineer with experience in designing concrete structures, including bridge super- and sub-structures, major culverts and soil-retaining structures. Experience includes analysis and design of pre-and post-tensioned bridge deck members (Spine, voided slab and beam and slab decks). He started his career at AECOM South-Africa in 2016 after completing a bachelor’s degree in civil engineering in 2015. Forming part of the Highways and Bridges Market Sector in Cape Town, South Africa. Jacobus played a critical part in delivering New Build and Rehabilitation projects for AECOM as a Bridge Engineer, responsible for design and analysis of various types of bridges and other structures. HARRY PHO Associate | Senior Civil Engineer Harry has more than 10 years’ Civil Engineering experience and is an expert in stormwater design and flood analysis. He is a Senior Engineer and an Associate with the MLEI Group and is MLEI’s lead engineer on civil projects. He joined MLEI in September 2014 and has since worked on several high-profile developments. Harry has extensive experience with high-profile developments, major urban subdivision projects, rural drainage projects, government network strategy for future planning transport network and development planning approvals. On subdivision projects, he works closely with the developers and is regularly involved in superintendency. Harry is a natural mentor and enjoys coaching graduate engineers in his team to develop their skills. CHRIS O'CALLAGHAN Associate Director | General Manager VIC | Chris is a Senior Structural Engineer with experience in design and management of projects. He has a strong back ground in building projects as well as water, community and industrial projects. At MLEI, Chris has worked on a wide variety of projects, ranging from small industrial scale footing design to high rise commercial building design. He has implemented design and documentation for a range of projects, extensively Adelaide metropolitan school and STEM upgrades. NEIL DAVEY Associate | Principal Aquatic Engineer Neil has over 30 years of consulting engineering experience working in Australia and the UK. With an in-depth knowledge of complex sporting facilities, he is widely recognised as an expert in this field. Her expertise includes client liaison, early engagement, schematic and detailed design, multidisciplinary leadership and value management. She specialises in commercial, industrial and residential buildings. Since joining MLEI in 2020, Michelle has worked on notable projects such as Joyce Foam Products warehouse for client Sagle Constructions, and the Osborne Naval Shipbuilding Precinct featuring large scale buildingsm, large loads, and certification of the future submarine program infrastructure development.
SERHAN HALIL Associate | Principal Aquatic Engineer Serhan is a Principal Engineer with experience in design and management of projects. He has over 25 years of consultancy experience in aquatic, structural and civil engineering in Australia and the UK. He is skilled in high-quality and cost-effective civil/structural schemes and detailed designs for commercial buildings of varying complexity. Since founding Crackerjack Consulting Engineers, Serhan has specialised in civil, structural and aquatic consulting advisory services for major sports, recreational and leisure facilities around Australia. He has technical oversight across projects and is responsible for commercial management of the business and training/mentoring peers and staff in both technical and soft skills. Principal Structural Engineer Adam is a Principal Structural Engineer with over 27 years’ experience in designing and project managing a wide range of structural and civil engineering projects. He specialises in commercial buildings including those for education, health, offices, retail, sporting and heritage. Adam is skilled in developing functional and economical upfront concept designs that address the brief early on to achieve a solid foundation design for the project from the outset. SAMIR HANNA Associate | Principal Structural Engineer Samir has more than 30 years’ engineering experience, including a vast background in the design and management of multi-storey health, commercial, residential, retail and industrial buildings, winery projects and schools. Samir has international experience from 4 years in Saudi Arabia and 15 years in Egypt. In Saudi Arabia, he worked on the structural design management and the construction management for various multidisciplinary projects. In Egypt, he worked on the structural design and construction of concrete structures where he gained vast experience in the structural design and retrofitting for the concrete structures. From 2008–18, Samir was the Senior and Lead Structural Engineer at FMG Engineering where he was responsible for the management for the structural design and leading the junior engineers. Since joining MLEI in June 2018, some of Samir's most notable projects include Weilong Winery in Mildura, Victoria; a steel tower for our cement handling client's bagging plant in Yarraville, Victoria; and South Australia's first TRYP by Wyndham hotel at 266 Pulteney Street, including a seven storey office complex.
SAMUEL SCHMIDT Associate | Steel Framing Manager | Senior Structural Engineer Samuel specialises in product engineering, specifically around steel framing, passive fire protection and anchors / fasteners which is his main area of expertise. Since joining MLEI in 2018, Samuel has led internal system development within the Steel Framing division, product development of our client's systems to reduce structural steel and save site costs, and continual improvement and documentation / modelling of our client's products.
SAM KOTANIDIS Associate | Residential Manager Sam specialises in structural and civil engineering of residential projects as well as footing designs and has successfully managed several major local home builders, establishing long term working relationships, Sam also has extensive knowledge of Adelaide soil profiles. With the company since the year 2000, some of Sam's notable projects include Allenby Gardens Foodland shopping centre, due to the complexities of integrating new and old structures; 44-46 Brighton Road Glenelg East, because of the economical design delivered in 10 days; and a luxury residence in Leabrook.
TUAN NGUYEN Associate | Civil Manager | Senior Civil Engineer Tuan has 26 years’ experience in varying engineering work environments including working within Government, Local Government and private enterprises. Tuan’s key experience covers a wide range including working on multi-disciplinary infrastructure projects comprising design, construction phase management and project/contract administration. He has detailed knowledge of highway planning and engineering, municipal engineering, traffic engineering and land developments. Since 2012, Tuan has been the Civil Manager at MLEI. His responsibilities have included road works upgrade, road pavement design and superintendence, streetscape works, civil engineering structures and water, stormwater and sewer design. He has overseen several mining projects. He has also been responsible for the monitoring and control of design project budgets. He also coordinates the safety audits for projects. He manages all the Department for Infrastructure and Transport projects.
CRAIG GLYNN Civil Manager Craig is an experienced Civil Engineer, specialising in design, project, contract and construction management of projects within the Urban Development, Water, Civil and Resources industries. Since joining MLEI in 2018, Craig has worked on many notable projects such as the Prospect 1838 residential estate. This project's success led to further work coordinating civil and service infrastructure ad multiple stakeholders for the Kaufland Prospect store and Churchill Road junction design and streetscape upgrade, all in the same precinct. Other key projects include Parkvale Estate, Angle Vale, a 175-allotment residential estate; and the Iluka Jacinth Ambrosia Incremental Upgrade, which allowed Iluka to commence mining the Ambrosia Mineral Sands Deposit.

THOMAS HA Director | Senior Structural Engineer Thomas is a Chartered Professional Engineer with over 23 years' experience in engineering design, management and construction. LOCATION Munno Para, SA Central Park Estate is located in Munno Para West and contains 190 allotments split across 6 stages. MLEI were engaged to provide civil engineering design, construction tender, contract superintendence and engineering surveillance as well as structural footing design of all the new townhouses. The development incorporated an upgrade to the adjacent portion of Stebonheath Road, and the civil and stormwater design necessitated the optimisation of earthworks levels and road grades to achieve a cost-efficient design solution. The project transforms a 16.5ha site previously containing SA Housing Authority homes from the 1950s and is the largest social housing regeneration project in 20 years for South Australia. LOCATION Adelaide, SA MLEI was engaged by DPTI to undertake concept design and detailed documentation indented bus bays for a number of bus stops within the Adelaide metropolitan area. Various bus stops located on heavy trafficked state-maintained roads required upgrade to meet current DPTI bus stops standards, including correct layout for DDA compliance and indented bus bays, in order for the buses to safely stop and allow for through traffic. The scope for St Georges Road and Napier Street was to reallocate traffic lanes into dedicated cycle lanes, whilst Dynon Road implemented an offroad two-way cycle path on one side of the carriageway. Albert Street had one of the first protected intersections in Australia, which aimed to improve separation and efficiency between cyclists, pedestrians and motorists with the use of small islands at each corner of the intersection. LOCATION Jilkminggan, NT The road upgrade was in response to existing safety concerns, non-standard road geometry, sealing of road and to improve the uncontrolled parking and pedestrian conveyance through the community amid population growth of the community. MLEI was engaged to undertake a Concept Design and Preliminary Cost Estimation. Following this, we were engaged to prepare Detailed Design and IFC documentation for the new road works including certified Cost Estimations. We experienced project delays as a result of the community consultation, and fast-tracked particular components of the design to bring the overall project back into line – by reducing the number of concepts produced, undertaking the drainage study prior to civil design commencement, and bringing on greater resources from a design and drafting perspective. LOCATION Para Hills, SA MLEI recently completed the road design and documentation of an access road to an $85M industrial development. The design and documentation of the access road was carried out in accordance with DPTI requirements. The road design included stormwater drainage, street lighting and provision of traffic signals. There was extensive liaison with service authorities to rectify service clashing issues. Throughout the deign process, regular meetings with DPTI took place so that requirements and approvals were met from different departments. MLEI undertook the engineering review for this intersection, which included lane & footpath widths, through & turn lanes, cycle lanes, bus stop bays, pavements, batter slopes, island sizes, horizontal geometry, drainage & hydrology, and lighting.
LOCATION Eastwood, SA Fullarton Road and Glen Osmond Road are major traffic routes and primary freight routes linking commuters, businesses, and freight to key activity centres with traffic of 58,000 vehicles per day. The intersection was experiencing heavy congestion, with competing traffic movements and network constraints leading to increased travel times and risks to safety. The upgrade improved travel times and road safety, increased intersection capacity, and enhanced network reliability. The right turn lane from Fullarton Road South to Glen Osmond Road East was introduced after commencement of the detailed design to satisfy certain stakeholder requirements. In parallel with the detailed design, MLEI undertook concept options (#5) for DIT and annotated the impacts and constraints of each prior to a preferred option being selected. LOCATION Richmond, SA The Marion Road and Richmond Road intersection upgrade was part of the North-South Corridor: Broader Network Upgrades, supporting the River Torrens to Darlington Project. The goal was to increase city-bound traffic capacity, improve vehicle and freight access, and enhance connectivity to the Adelaide CBD and Adelaide Airport. The upgrade also aimed to improve intersection efficiency and overall capacity. MLEI was the principal design lead for civil design and documentation. Our scope included: Upon being awarded the contract in October 2023, the MLEI Civil Team, alongside our subcontractors, quickly commenced work, achieving 30% project completion. Among the three intersections involved in the North-South Corridor upgrades, MLEI was recognised by DIT as the best-performing and most consistent project manager. LOCATION Direk, SA MLEI undertook the civil and structural design of this custom-built industrial warehouse. This project required 700 tonnes of structural steel to construct this 22,000 m3 state-of-the-art facility featuring over 21,160 m3 warehouse space. As the warehouse was to be used by a steel fabricator with significant loads on the ground slab, MLEI provided guidance on the allowable loads on the slab when stacking steel members. The warehouse was designed with crane beams to support 3x no. 4.5 tonne gantry cranes in each bay. The project included a 820m3 office space designed by our close colleagues at Ginos Consulting Engineers with heavy duty hardstand, full drive-around truck access and on-grade roller door access for undercover loading. The project construction had to be conducted within tight parameters as the site was adjacent to Edinburgh Airport and the rear of the warehouse was under its flight path. The structural engineering consisted of providing highly technical solutions with a collaborative approach with the client to ensure the sensitive operation of their production work would be achieved. The major structural design elements include steel framing, precast panels, post-tensioning slabs and Bondek slabs.
• SA Facility – WSUD was the main driver of the civil engineering design. Bio-retention swales have been included to the staff parking areas. A large grassed dry land swale was included along the western boundary of the site before discharging in an open cut detention pond. The flows are then restricted before discharging into Main North Road. Further water in other sealed areas are drained through gross pollutant traps before being discharged into the Council stormwater system.
• NSW Facility – The Mount Thorley site was driven by providing treatment to the stormwater before being discharged into a natural water course. Underground treatment systems are utilised before the water is discharged into a rock gabion detention pond. Through utilising eWater Music, MLEI demonstrated that the efficiency of the overall system in reducing the pollutant levels in the stormwater.

The production facility included all the equipment and process to produce cosmetics. The design was undertaken within the requirements of TGA and included mixing rooms, testing rooms, laboratories, chemical storage and packaging.
The structural engineering included the design of footings, retaining walls, concrete slab, concrete ramps, the steel roof framing and canopies and the design of precast panels. MLEI were involved in finalising the site works including pavements and developing a stormwater drainage plan. We also prepared civil/structural drawings and relevant technical specifications for tender and construction purposes.
LOCATION Direk, SA MLEI undertook the structural engineering design for BlueScope's new headquarters in Adelaide. This included a new manufacturing facility and a 2-storey administration office. MLEI undertook the civil and structural design of this custom-built industrial warehouse. This project required 700 tonnes of structural steel to construct this 22,000 m3 state-of-the-art facility featuring over 21,160 m3 warehouse space. As the warehouse was to be used by a steel fabricator with significant loads on the ground slab, MLEI provided guidance on the allowable loads on the slab when stacking steel members. The warehouse was designed with crane beams to support 3x no. 4.5 tonne gantry cranes in each bay. LOCATION Rundle Mall, SA MLEI undertook the structural engineering for the major refurbishment of this history building in Rundle Mall. The 1950s building which previously had anchor tenants such as David Jones, Harris Scarfe and Spotlight, and now H&M. Although a full earthquake review was undertaken of the existing steel sway framed structure, we achieved a solution that met the functional brief without requiring earthquake upgrades. Challenges experience during construction including working around a large amount of asbestos in the building and a strict deadline due to the 2018 Christmas opening date. LOCATION Tailem Bend, SA MLEI were responsible for the structural and civil engineering for the Pit Building and Hotel at the brand-new sports motor park at Tailem Bend. Coming in at 308m long, the building boasted garages for 34 racing vehicles, corporate viewing areas, restaurants, bars, race timing facilities, members lounge and a 40-bed hotel over 2 levels. The project was delivered under a strict budget and timeframe. The building was designed with repetition, simplicity, and economy in mind. The suspended floors were concrete on metal deck with composite steel beams. Precast walls were used extensively on most of the facades as well as between garages and hotel rooms. The building has 7 fire escape stairs, 3 lifts, balcony viewing areas, extensive roof mounted plant and 2 full building movement joints. MLEI have also been involved with the wider project including purpose designed “Mancaves” for the storage of personal cars, Stadium Circuit Building for go-karting and drift racing, 4WD building for a purpose made 4WD track and many more items.THE BEND MOTORSPORT PARK

MARK TILLEY Associate | Principal Bridge Engineer Mark has over 33 years of experience in bridges and structures from experience at TfNSW, Rail, and major Contractors and Consultants. Mark’s experience covers all aspects of bridge management, from inspection, assessment, evaluations, load testing, risk and feasibility studies, constructability reviews and cost estimates. He has a specialist interest in heritage bridges, fatigue, innovative, practical solutions, and emergency and brownfield bridge works. Mark is well known in the industry, playing a critical part in several projects receiving Engineering Excellence Awards and two Colin Crisp Awards. These projects include Duffs and Marlee, Swansea, Dunmore and Hinton Bridges, and Movable Span Study.
NICHOLAS MURPHY Executive Chair | Senior Engineer Nicholas found MLEI Consulting Engineers in 2007. He has a sound understanding of company governance, while remaining highly knowledgeable in the everyday requirements of running a business. He has extensive business experience over various industries including engineering, construction, commercial property development, car leasing and credit financing. Nicholas was Managing Director for over 6.5 years during which time he grew the company into a workforce of over 135 staff across SA, VIC, NT, NSW and QLD and oversaw 6 successful acquisitions in the MLEI Group. In 2023, he stepped up to Executive Chair of the Board, with a continued vision for further growth.
